High-level Delegation of Russian Nuclear Regulatory Authority visits to the National R&D Center for Nuclear and Radiation Safety Regulatory Technology

On December 1, Mr. Alexander Trembitsky, Chairman of the Federal Environmental, Industrial, and Nuclear Supervision Service of Russian (Rostechnadzor), led a delegation to the National Research and Development for Nuclear and Radiation Safety Regulatory Technology.
Mr. Yan Tianwen, Director General of the Nuclear and Radiation Safety Center, highlighted that, to accelerate the development of a modern nuclear safety regulatory system aligned with the growth of the nuclear industry, the NSC has undertaken the following initiatives under the guidance of the Ministry of Ecology and Environment (National Nuclear Safety Administration):
Enhancing efficient safety oversight by deepening risk-informed regulation, formulating strategies for new technology supervision, and advancing digital-intelligence empowered governance.
Building a scientific technical review framework through standardized and differentiated evaluation protocols, specialized reactor review teams, and real-time regulatory accompaniment.
Strengthening talent and R&D support by promoting academic disciplines and dedicated research programs.
Improving legal and regulatory standards via the codification of ecological and environmental laws.
Expanding international collaboration through innovative nuclear safety cooperation models and multi-tiered partnerships.
Chairman Trembitsky emphasized that the biannual exchanges between Chinese and Russian regulatory bodies and their technical support organizations reflect the necessity and importance of bilateral nuclear safety cooperation. He praised the NSC’s remarkable progress in regulatory technology, scientific research, and capacity-building. Noting the rapid evolution of global nuclear energy and the challenges posed by emerging technologies and materials, he stressed the urgency of innovating regulatory approaches and improving oversight efficiency. Both sides agreed to deepen cooperation, share expertise, and jointly enhance regulatory capabilities to achieve mutual benefits.
The Russian delegation toured key facilities at the R&D Center after the meeting. The visit underscored the commitment of both nations to advancing nuclear safety through technological innovation and collaborative governance.
