Preparatory Meeting for the IAEA's Integrated Regulatory Review of Nuclear and Radiation Safety Held Successfully

The preparatory meeting for the International Atomic Energy Agency’s Integrated Regulatory Review on nuclear and radiation safety regulation (IRRS) was held in Beijing from February 26 to 27, 2025. Mr. Dong Baotong, Vice Minister of the Ministry of Ecology and Environment and Administrator of the National Nuclear Safety Administration, attended and delivered the opening remarks. Mr. Mark Foy, the Chief Executive and Chief Inspector of the UK’s Office for Nuclear Regulation and the review team leader, made a video address. Mr. Faizan Mansoor, Chairman of Pakistan Nuclear Regulatory Authority and deputy leader of the review team, as well as the review team’s coordinator and deputy coordinator, attended the meeting in China. 




NNSA stated that the Chinese government attaches great importance to this comprehensive review, and the preparatory work is progressing steadily. Previous reviews have been beneficial for China to learn from international experience and enhance its regulatory standards for nuclear and radiation safety. It is expected that this review will further improve China’s nuclear safety regulatory system and boost its regulatory capabilities. 

The review team commended China’s meticulous preparations. Mr. Foy noted that China’s nuclear power industry is among the world’s largest, with rich practical experience in nuclear safety regulation. The global community closely watches China’s nuclear safety situation. The comprehensive review will facilitate experience sharing among international peers and help China share its good regulatory practices with the world. 

Representatives from the China Atomic Energy Authority, the National Energy Administration, and the National Health Commission, as well as heads of relevant departments and technical support organization of the Ministry of Ecology and Environment (National Nuclear Safety Administration), attended the meeting.
